HOLOPIS.COM, JAKARTA – The Indonesian government is preparing new regulations for the ride-hailing industry that will cover not only passenger fares but also food and goods delivery services. The government said the upcoming presidential regulation (Perpres) on ride-hailing services will involve both drivers and app-based companies to ensure the policy takes into account the interests of the government, drivers, platforms, and the broader ride-hailing ecosystem.

Following a government meeting with the House of Representatives (DPR RI) in Jakarta on Tuesday, authorities also began outlining the division of responsibilities for setting tariffs.

The Ministry of Communication and Digital Affairs (Komdigi) will oversee tariffs for food and goods delivery services, while passenger transportation fares will remain under the Ministry of Transportation. Meanwhile, the Ministry of Micro, Small and Medium Enterprises (UMKM) will oversee ride-hailing drivers.

Ride-Hailing Regulation Targeted for Early September

Minister of UMKM Maman Abdurrahman said the regulation is primarily intended to improve the welfare of ride-hailing drivers. The government therefore plans to hold further discussions with driver associations and communities before the regulation is signed.

Maman said the government is targeting the regulation to be signed by early September at the latest.

“In principle, the goal is to ensure that our ride-hailing drivers can grow and prosper, and that they do not rely solely on income from providing ride-hailing services but can also develop other businesses,” Maman said, Holopis.com, reported, Wednesday (19/8).

According to Maman, the government wants to create additional economic opportunities for drivers so they are not entirely dependent on passenger fares.

Ride-Hailing App Fees Capped at 8 Percent

Meanwhile, Transportation Minister Dudy Purwagandhi said the ride-hailing regulation is still being finalized. However, the provision governing application service fees for passenger transportation already has a legal basis through a Transportation Ministry decree.

The application service fee is capped at 8 percent and has been in effect since July 1, 2026.

Dudy explained that the scope of the upcoming regulation has now been expanded. The regulation was initially designed to cover passenger transportation, particularly motorcycle ride-hailing services.

The government later expanded the scope to include food and goods delivery.

“We are currently finalizing it, and this does take time because initially what was going to be regulated was passenger transportation, particularly motorcycle taxis. However, as conveyed by the President and the DPR leadership, its scope has been expanded to also regulate food and goods transportation,” he said.

Komdigi Discusses Food and Goods Delivery Tariffs

Deputy Minister of Communication and Digital Affairs Nezar Patria said his ministry has also held discussions regarding the food and goods delivery ecosystem.

The discussions involve ride-hailing platforms as well as drivers, with the government seeking direct input on conditions in the field before determining the regulatory framework.

According to Nezar, one of the main objectives is to find a balance between the interests of drivers, application companies, and service users.

“This is to identify the best and most optimal balance, particularly in line with President Prabowo’s message to protect drivers and provide the best possible conditions for them,” Nezar said.
