Indonesia’s Banking Industry Faces Rapid Changes as OJK Launches New Development Roadmap

HOLOPIS.COM, JAKARTA – Indonesia’s Financial Services Authority (OJK) says the country’s banking industry is entering an increasingly dynamic period. While bank lending continues to grow at a double-digit rate, the industry is facing major changes driven by global economic developments, technology, shifting consumer behavior, sustainability demands, and governance standards.

OJK data shows that bank lending grew 13.65 percent year on year (yoy), while third-party funds (DPK) increased 10.92 percent yoy over the same period.

The banking industry also maintained solid capital and asset quality indicators. The Capital Adequacy Ratio (CAR) stood at 24.1 percent, while the gross Non-Performing Loan (NPL) ratio was recorded at 2.11 percent.

Despite continued growth and resilience across several indicators, OJK said the banking industry cannot rely solely on its current conditions. Rapid changes in the business environment require a clear development strategy to address future challenges.

OJK Chief Executive for Banking Supervision Dian Ediana Rae said the challenges facing banks have become increasingly complex, ranging from global and geopolitical conditions to technological developments and changing business models.

“Therefore, the banking industry needs a clear development direction that can respond to changes while supporting national development priorities, both in the medium and long term. It is in this context that the Indonesian Banking Development and Strengthening Roadmap (RP3I) was formulated,” Dian said, reported by Holopis.com, Saturday (3/10).

According to Dian, these changes also include growing attention to environmental issues, sustainability quality and resilience, as well as consumer protection.

These conditions require the banking industry not only to maintain its role as a financial intermediary but also to adapt to technological developments and changing public needs.

OJK developed the RP3I as a framework for guiding the development of Indonesia’s banking industry in responding to these changes.

The roadmap also serves as a follow-up to and implementation of Law No. 4 of 2026 on Amendments to Law No. 4 of 2023 concerning the Development and Strengthening of the Financial Sector (P2SK Law).

The regulation provides room for the expansion of banking products and activities. At the same time, the roadmap is aligned with the national development agenda outlined in the 2025–2029 National Medium-Term Development Plan (RPJMN).

One of its focuses is deepening the financial market while strengthening the banking sector’s intermediary function.

With bank lending still growing by 13.65 percent yoy, the banking sector’s intermediary function remains an important component in supporting national economic activity.
