HOLOPIS.COM, JAKARTA – Indonesia will introduce a new land administration service on Aug. 17, 2026, limiting the processing time for land certificate ownership transfers to a maximum of 10 working days under a nationwide reform aimed at improving public services.
The policy, described by the government as an Independence Day gift to the public, is part of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN)’s efforts to simplify bureaucracy and provide greater certainty for property owners.
For years, many Indonesians have complained about lengthy and unpredictable ownership transfer procedures. The new system is intended to make the process faster, more transparent, and more efficient.
Agrarian Affairs and Spatial Planning Minister Nusron Wahid said the reform will officially take effect on Indonesia’s 81st Independence Day.
“Starting on Aug. 17, as our Independence Day gift, we will introduce another transformation in public services for land ownership transfers,” Nusron said, Holopis.com reported, Wednesday (6/8).
Under the new system, the entire ownership transfer process will be completed within 10 working days.
The timeline includes a maximum of three working days for validating the Land and Building Acquisition Duty (BPHTB), two working days for processing the Deed of Sale and Purchase (AJB), and five working days for document verification and administrative processing at local land offices.
The government said the reform is intended to eliminate the uncertainty that has long characterized land ownership transfer services.
Pilot Program Begins in 15 Land Offices
The new service will not be implemented nationwide immediately. Instead, it will be launched as a pilot project in 15 land offices beginning on Aug. 17, 2026.
“The ownership transfer service will begin on Aug. 17, but only as a pilot program in 15 land offices,” Nusron said.
After three months of evaluation, the government plans to expand the program to around 50 additional land offices before gradually rolling it out nationwide over the next two years.
First 15 Areas to Receive the 10-Day Service
The pilot program will initially be available in:
- Surabaya
- Malang Regency
- Badung Regency
- Buleleng Regency
- Samarinda
- Pontianak
- Makassar
- Semarang
- South Tangerang
- Batam
- Semarang Regency
- North Jakarta
- West Jakarta
- South Jakarta
- Central Jakarta
Residents in these areas are expected to benefit from faster processing times and greater certainty when transferring land ownership.
The ministry said the initiative is part of broader efforts to modernize Indonesia’s land administration system, reduce bureaucratic delays, and improve public confidence in government services.
